Prior to Springsted, he served as executive budget officer for the Minnesota Department of Finance where he assisted in the development and implementation of the state's biennial budget. Dr. Lifto is a frequent presenter at national conferences sponsored by the American Association of School Administrators, the National School Boards Association and the Association of School Business Officials International. He currently teaches the Government Finance Officers Association's national course on economic development finance. Mr. MacGillivray is a member of the Standing Committee on Economic Development and Capital Planning for the GFOA, and is a Certified Independent Public Finance Advisor through the National Association of Independent Public Finance Advisors. John E. Will, Vice President, brings considerable experience in budget development, financial and enrollment forecasting, facility planning, human resources administration, strategic planning and policy development. As District Accountant for Mahtomedi Public Schools in Minnesota, he developed new accounting procedures which led to the district's first unqualified audit opnion. As Business Manager for the Spooner Area School District in Wisconsin, he developed and monitored the budget, creating costing models, developing financial and enrollement projections and supervising the food service program and building/grounds operation. Mr. Will has a master's degree in School Business Management from the University of Wisconsin-Whitewater and an undergraduate double major in accounting and economics from the University of Wisconsin-Eau Claire.
