Principal, Client RepresentativebioKathleen A. Aho, President, has been a principal of the firm since 1993. She has a reputation for developing creative solutions to manage today's most challenging financial issues, such as housing, economic development, advance refunding, sales and/or special tax-backed financings and enterprise management. In over 25 years of experience as an advisor to the public sector, she has served as manager on hundreds of financing assignments that involved both taxable and tax-exempt obligatory transactions. Ms. Aho is the immediate past president of the National Association of Independent Public Finance Advisors. She is a Certified Independent Public Finance Advisor and successfully sat for Series 7 and Series 66. Ms. Aho also attended the University of Minnesota's Carlson School of Management and securities-related programs at the Practicing Law Institute.
Client RepresentativebioJohn A. Anzivino, Senior Vice President, has over 25 years of experience in state, county and town management. Mr. Anzivino served as town manager of Warrenton, Virginia for over 12 years. Prior to that, he served as county administrator for four years in Caroline County and six years in Amelia County, Virginia. He applies this considerable insight in assisting local governments find solutions to a wide range of human resource, financial and programmatic problems and challenges facing them. Mr. Anzivino has been an active participant in professional associations, having served as vice president of the Virginia Local Government Management Association and as president of the Virginia Association of County Administrators. He holds a master's degree in public administration from the University of Georgia.
Client Representativebio Barry W. Fick, Senior Vice President, has extensive experience in municipal finance, having served clients for over two decades at Springsted. Mr. Fick is a Certified Public Accountant, a licensed attorney and has also earned the Certified Independent Public Finance Advisor (CIPFA) Certificate. He is the lead of Springsted's Higher Education, Health Care and Not For Profit Specialty group. Mr. Fick has 20 years of public finance experience, both competitive and negotiated, and over 15 years in higher education financings. He has a law degree from Hamline University Law School in Saint Paul, Minnesota.
Client RepresentativebioR. Douglas Green, Assistant Vice President, works with communities throughout Minnesota. He originally joined Springsted in 2007 as a project manager on our Management Consulting Services team. In that position, Mr. Green authored a number of studies in the areas of fiscal impact analysis, utility rate analysis, financial feasibility and capital improvement planning. Prior to Springsted, he served as executive budget officer for the Minnesota Department of Finance where he assisted in the development and implementation of the state's biennial budget. Mr. Green received a bachelor's degree from the University of Georgia, served as an officer in the United States Marine Corps and received a master's in public administration from Columbia University.

Heaton, Senior Vice President, has over 24 years of local government experience, including five years as the chief financial officer for the City of Bloomington, Minnesota. She specializes in long-term strategic planning, economic development, debt analysis, pension plans and comprehensive solutions. Ms. Heaton has been successful in helping clients obtain dozens of credit rating upgrades. She received a master of business administration degree from the University of St. Thomas in Saint Paul, Minnesota, and is a Certified Public Accountant and Certified Government Finance Manager.

Heminover, Vice President, comes to Springsted with over seven years experience as a school district superintendent, as well as two decades of human resources and finance work. She has the distinction of having served in top leadership positions in both Greater Minnesota and the metropolitan area. Ms. Heminover's career commitment has been bringing administration and community together. She received both her masters degree in education administration and bachelors degree in consumer science and business administration from Minnesota State University, Mankato.
Client RepresentativebioTom L. Kaleko, Senior Vice President, directs Springsted's services in Kansas, Missouri and Iowa. He has 20 years of local government experience, including six years as the City Administrator of Gardner, Kansas and 12 years as Assistant City Administrator in Lenexa, Kansas and Blue Springs, Missouri. Since joining Springsted in 2005, Mr. Kaleko has focused on creating financial and economic development solutions for metropolitan suburbs, regional center and school districts. He has helped numerous communities evaluate proposals and negotiate mutually beneficial public-private partnerships. He received a master's degree in public administration from the University of Kansas and is a Certified Independent Public Finance Advisor.

He has worked for 20 years in local government finance management, most recently as Finance Director in Shawnee, Kansas. Bryan’s career with Springsted began in 2011, bringing his extensive experience with debt issues, public budgeting, long-term forecasting and investments with him. Because of his distinguished record of earning recognition for cities through the GFOA, we are pleased to have his knowledge and insight assisting our clients. Client Representativebio Don E. Lifto, Ph.D., Senior Vice President, leads both the Public Education and Upper Midwest groups at Springsted. He brings 25 years of superintendent experience, having served in rural, suburban and intermediate school districts. Dr. Lifto is considered an expert in merging research and best practice in planning and conducting school finance elections. His dissertation focuses on strategic factors, non-strategic factors and critical events affecting the outcome of school bond elections. He is co-author of School Finance Elections: A Comprehensive Planning Model for Success, 2nd Edition and is published extensively in national journals. Dr. Lifto is a frequent presenter at national conferences sponsored by the American Association of School Administrators, the National School Boards Association and the Association of School Business Officials International. He holds a doctorate in educational policy and administration from the University of Minnesota.
Principal, Client Representativebio David N. MacGillivray, Chairman, is one of three principals of the firm. His direct client responsibilities cover major cities and counties, as well as high growth suburban jurisdictions. He is the author of numerous studies on fiscal impact analysis, economic development finance and debt management. In addition to his duties at Springsted, Mr. MacGillivray frequently lectures on economic development, financial management and the municipal bond industry. He currently teaches the Government Finance Officers Association's national course on economic development finance. Mr. MacGillivray is a member of the Standing Committee on Economic Development and Capital Planning for the GFOA, and is a Certified Independent Public Finance Advisor through the National Association of Independent Public Finance Advisors. He attended the University of Minnesota and received a master's degree in economics, with specialization in public finance and cost/benefit analysis.
Client RepresentativebioJoseph M. Murray, Vice President, brings a depth of experience in city management and policy development to the economic development planning process. He has a significant background as city administrator, city manager and village manager in Wisconsin, Michigan and Missouri. Mr. Murray also worked for the City of Overland Park, Kansas, and Prince William County, Virginia. Most recently, he served for over nine years as the Village Manager of the Village of Greendale, Wisconsin. He has a master's in public administration from the University of Kansas at Lawrence.
Client RepresentativebioJoel G. Pittelman, Vice President, has more than 35 years experience in municipal finance. He was the State of Wisconsin Capital Finance Director for 15 years. Prior to joining Springsted, Mr. Pittelman managed the public finance departments of a major Midwest bank and an investment firm specializing in the underwriting and sale of tax-exempt municipal bonds. He has been responsible for the issuance of $6 billion of bonds and notes. Mr. Pittelman has been designated a Public Finance Professional by the Municipal Securities Rulemaking Board. He has a master's degree in urban planning and a bachelor's degree in urban affairs, both from the University of Wisconsin - Madison.

He has extensive knowledge of development and redevelopment tools, long-term operational financial planning, capital improvement planning and public finance/bond transactions. Mr. Steinman has a solid understanding of public policy issues related to redevelopment and debt issuance and has maintained successful client relationships by providing strategic, value-added solutions for the everday challenges faced by local government officials. Client Representative bioKathleen A. Thomas, Vice President, has been involved in municipal finance advising since 1983. In that time, she has participated in over $6.9 billion in debt issuance, including for the City of Chicago and clients in the greater Chicago metropolitan area. She specializes in general obligation bonds, revenue bonds, tax increment financing, special service area bonds, debt certificates and special projects. Ms. Thomas has extensive experience in the local government arena and has achieved cost-effective results in debt issuances through expert knowledge of the bond sale market. She has also served as an underwriter, bringing a unique perspective to that aspect of transactions. Kathleen has a bachelor's degree from the University of Michigan - Ann Arbor with a concentration in business.
